摘要：We study a 2012 Dutch reform capping subsidized child care hours at 140% of the lesser-working parent’s hours. Using administrative data, we proxy treatment and control groups based on older siblings’ pre-reform care use relative to the lesser-working parent’s hours, and estimate triple-differences across constrained and non-constrained families with and without younger siblings before and after 2012. Fathers show little change. Mothers’ employment falls 12 percentage points among affected families, while some mothers increase work hours to retain subsidies. Effects persist, and child care use drops sharply, raising concerns for long-run maternal career and child development, especially among disadvantaged families.
